fix: sembrar la fila 6 de sync_state para el pipeline de asistencia

BootstrapSchema tenía hardcodeadas las filas 1-5; el pipeline de
asistencia (StateID 6 en esta rama) no arrancaba porque su fila
nunca se creaba.
